I am 57 and have lived in Spain for 11 years and due to ill health I am unable to work. I am on quite a lot of medication, which without prescription is expensive. I believe Form E-106 may be able to help me receive discount of my medication? If this is so what do I need to do to receive this form?
In brief, the various "E" forms allow entry into the State system of whichever of the signatory countries you happen to be permanently residing in, in this case, Spain. If you have not paid any or enough UK National Insurance in the last three years, which it sounds like you have not, then it is unlikely that you will qualify for an E106. However, you might like to consider contacting the following to see what, if any, options, you have: The first option might be able to help you obtain an E121 should you be entitled to long-term incapacity benefit - you should qualify for an E121 when you reach U.K. State retirement age, thereby allowing entry into the Spanish health system, irrespective of your current health status. The latter, the E106 route, will depend upon your National Insurance contribution history. In both cases you will need you National insurance number and date of birth to hand. As mentioned above, all of these "E" forms will have certain restrictions placed upon then, as to whether you qualify or not. I am not too sure that they will grant you exemption from the prescriptions you talked about, unless you would be granted those exemptions in the State health system in Spain. If I am honest, I personally think that, as you have been resident in Spain for 11 years, you might well not qualify for any of the above "E" forms, but it does no harm to ask. As mentioned, when you reach U.K. State retirement age, you should qualify for an E121, which will enable you to enter the Spanish health system.
If you do not qualify, then, I am afraid, you have no real alternative but to either consider private medical insurance, which will normally not cover any pre-existing medical conditions, or continue to pay for these personally. As I mentioned, on reaching U. K. State retirement age, you should qualify for an E121 which should help somewhat towards these costs as it will entitle you to be fully integrated into the Spanish health system - assuming such costs are wholly or, in part, at least, met by the State.
